The Bye-Laws establishes the governance framework, rules, and operational procedures of the Eastern Caribbean Collective Organisation for Music Rights (ECCO) Inc., formerly known as the Hewanorra Musical Society (HMS) Inc., a non-profit company incorporated under the Companies Act 1996. It sets out the principles for the management and administration of the organisation, including membership eligibility, governance structure, meetings, voting procedures, financial management, and the protection and administration of music rights. The purpose of this document is to ensure transparency, accountability, and effective governance in carrying out ECCO’s mandate of safeguarding and managing the rights and interests of its members and affiliated societies throughout the Eastern Caribbean and beyond.

CISAC Professional Rules

Preamble

The overarching objectives governing the conduct of the Members are as follows:
 

  1. to have as its aim and effectively ensure the advancement of Creators’ moral interests and the defense of the material interests of Creators and publishers; 
  2. to have at its disposal effective machinery for the collection and distribution of  Income to Creators and publishers and assume full responsibility for the administration of the rights entrusted to it; 
  3. to have regard to its high and long-standing duty to its Affiliates in the conduct of all its operations;
  4. to encourage the lawful dissemination of Works by facilitating the licencing of rights in return for equitable payment (“Licencing Income”);
  5. to distribute Income (less reasonable Expenditure) to Creators, publishers and Sister Societies on a fair and non-discriminatory basis;
  6. to conduct its operations with integrity, transparency and efficiency;
  7. to strive to adopt best practice in the collective administration field; and
  8. to adapt continually to market and technological developments.
